Monitoring systems for tsunamis, earthquakes, and large weather events currently exist or are proposed. The real challenge is to convey the information they produce quickly and reliably from these systems to the people that need it whether it's a fisherman living on the coast of Thailand or a resort manager on the beaches of Bermuda.
It includes discussion of:
-the use of satellite, broadcast (radio/TV), mobile/cellular telephones, Amateur Radio, and the Internet for warnings and disaster communication
-establishing standards for warnings and disaster communication
-building radio,TV, and satellite receivers that can receive emergency warnings and disaster communications
-using voice, digital, and satellite capabilities of Amateur Radio for warnings and disaster communication
-how to localize dissemination of information to specific areas, countries, or regions

We've had the technology and money to construct an emergency communications system for many years. Now, because of the horrific loss of life following the earthquake and tsunami in Indonesia, we have the will to do it. Let's seize the moment and seize the opportunity to make it happen!

Hi Dan and all other "human units"!
I have to admit I only skimmed through most of the techno-speak but it sounds to me that the technology is there already.
So this is kind of a no-brainer because the best cure in this case is prevention.
So I guess the only question would be is: Where will the funding come from?
Now at this time everyone is throwing money at this in a spectacular style - and I hope it continues - but the reality is that once the novelty wears off it will only be the usual suspects doing the hard yards.
So strike while the iron is hot would probably be the way to go.
Like I said I don't have a lot of technical knowledge, but I guess the way forward would be one or all of the following:
1) If I was surprised that the technology is already available then some bureaucrat/diplomat wouldbe as well.
Get this information to right people.
2) Get the information to the people on the ground so they can get it for themselves or ask for it - the customer/voter is always right!
3) Corporate sponsors to get the ball rolling.
4) Electronics companies to stop giving money and start giving equipment [obviously they can give money as well...]
So this boils down to getting the information across to those who don't know.
A suggestion: There are thousands of aid workers currently in all the affected countries. If they get a personal mail stating the facts, they would then be able to tell all the people they work with who would then be able to put pressure on the right people for the RIGHT equipment.
That's it for now. Please feel free to shoot down, modify or enhance these suggetions and ways of implementing them.

Thanks for taking time to comment. Your ideas are excellent. I hope the UN hires your to coordinate the project!
As you stated so well, the main idea is to get the information to the people that need it quickly. Let them make a decision as to how best to respond. The effort to get a commincations system in place should ideally include some education on how to deal with specific potential threats. Beyond that, governmental bodys certainly have the right and responsibility to put evacuation and other plans in place to deal with a mass departure of people from affected areas.
Regarding money, the cost of NOT doing something in terms of lives and property is far greater than proceeding with this effort as a top priority. Leaders must step up and make it happen. Using the exuse that "we don't have the funds" will no longer be accepted by most people.
